Total state spending would be set at $33.997 billion, a 1.8% increase over the current fiscal year, which is in line with the rate of inflation. The plan provides for a record level of spending on education and includes a deposit of more than $250 million into the Rainy-Day Fund, the state’s primary “savings account.” Rep. 			<title><![CDATA[Rep. Moul Comments on House Passage of 2018-19 State Budget]]></title>

			<description><![CDATA[<p><a href="http://Media2.pahousegop.com/Audio/161926169.mp3" target="_blank">Download</a> Bite :33<br /><br />The Fiscal Year 2018-19 General Appropriation bill (House Bill 2121) is on its way to the state Senate for consideration after the House of Representatives passed it Thursday by a vote of 188-10. The $32.7 billion spending plan increases growth by 1.7 percent, which is below the rate of inflation (2.13 percent), requires no additional taxes or revenues and officially erases a deficit. The budget also includes a record high $12.3 billion investment in education from pre-k through 12th grade, with additional increases in funding for career and technical education as well as higher education. The budget bill is expected to be sent to the governor prior to June 30, after anticipated Senate passage.<br/><br/>		</p>		]]></description>

House Speaker Mike Turzai (R-Allegheny) and Rep. Judy Ward (R-Blair) were joined by other lawmakers in support of their bill, which would amend the Pennsylvania Abortion Control Act to prevent the abortion of any child solely due to a diagnosis of possible Down syndrome. 			<title><![CDATA[Moul Joins Business Leaders in Call for State Regulatory Reforms to Spur Job Creation and Economic Growth]]></title>

The bill are based on information gathered in the House State Government Committee’s Regulatory Overreach Report, which included findings from a series of public hearings held across the state last year that included testimony from various employers, organizations and experts on state regulatory policy. The report called for reforms to Pennsylvania’s restrictive regulatory system that is credited with holding back business development, limiting job creation and crippling economic growth. Rep. Dan Moul (R-Adams) offered comments on the package of legislation.

House Republican leaders and a large number of rank and file members joined Tuesday in asking for the governor to sign the reform bill and not follow through on his threatened veto. Rep. House Bill 1313, sponsored by Rep. Dan Moul (R-Adams), would eliminate weekly prize limits, authorize new games, change major league sports drawings, and amend the rules of tavern gaming.  Moul said his bill will ensure that taverns can legally operate certain commonplace games of chance that are currently unlawful.

			<title><![CDATA[Moul’s Bill to Increase Penalties for Repeat DUI Offenders Passes House]]></title>

			<description><![CDATA[<p><a href="http://Media2.pahousegop.com/Audio/710169180.mp3" target="_blank">Download</a> Bite :40<br /><br />Legislation that would crack down on repeat DUI offenders convicted of vehicular homicide while under the influence of alcohol or drugs received tremendous support from the Pennsylvania House this week. House Bill 1353, sponsored by Rep. Dan Moul (R-Adams), would impose a mandatory 5 year prison sentence on the repeat drunk driver for each victim of vehicular homicide. Rep. Moul said there is no excuse for DUI and this legislation begins to address those who choose to repeat their crimes.
House Bill 1353 now goes to the Senate for further consideration.

The current year’s fiscal plan remains unresolved due to the Governor’s line-item vetoes of more than $6 billion for basic and higher education, as well as money for the Department of Corrections and agriculture programs. The House and Senate put forth the supplemental budget legislation to address funding holes created by the Governor’s vetoes and restore state funding for these programs. The funding bill approved today provides for a 200 million dollar increase for basic education, a 5 percent increase for higher education, and ensures that no schools will close in the Commonwealth. 			<title><![CDATA[Rep. Moul Joins Penn State Ag Council, 4-Hers in Calling on Gov to Restore Funding to Vital Ag Research & Extension Programs]]></title>

			<description><![CDATA[<p><a href="http://Media2.pahousegop.com/Audio/444352037.mp3" target="_blank">Download</a> Bite :27<br /><br />House lawmakers joined dozens of Penn State Ag Council members and 4-H members Wednesday in the state capitol to call for the restoration of more than $50 million in funding for the university’s agriculture research and extension programs. A failure to restore the funding vetoed in December by Governor Wolf would force Penn State University to begin shutting down its agriculture operations and outreach by May 1st, putting at risk an estimated 1,100 jobs within Penn State Extension and research. In addition to the impact on jobs, eliminating the $50 million investment could cause an economic loss for the state of more than $260 million. And it would also mean an end to Penn State’s 4-H program, which helps to prepare future leaders in the state’s agriculture community. Rep.
