House Republican lawmakers celebrated a partial victory in the state budget battle on Thursday as Republican Leader Sam Smith declared the defeat of Governor Rendell’s proposed personal income tax hike. Rep. Gary Day (R-Berks & Lehigh) said House Republicans are pleased with the victory, but disappointed that House Democrats are delaying consideration of House Republican budget amendments that would provide a solution to the state’s fiscal dilemma.

Governor Rendell on Tuesday called for a 16.28 percent statewide increase in personal income tax to fill part of the enormous $3.2 billion deficit facing Pennsylvania in this year’s state budget.
